Proposition 28 - Arts & Music in Schools
In 2022, California voters approved Proposition 28, the Arts and Music in Schools (AMS) Funding Guarantee and Accountability Act, providing ongoing funding to supplement (expand) arts education programs at all public schools, from preschool through grade 12.
AMS funds must be used to provide expanded arts education programs and cannot replace existing funding for arts programs. Arts programs include dance, media arts, music, theatre and visual arts.
- At least 80% of funds should be spent on hiring certificated or classified employees to provide arts education programs.
- Up to 19% of funds can be used for training, supplies and materials, and arts education partnership programs.
- No more than 1% of the funds can be used for administrative expenses.
It is important to note that each school receives its own allocation of funds annually and has three years to spend those funds. Schools can decide to share/pool their money with another school to maximize resources, but a school’s funds cannot be transferred to another school.
In collaboration with teachers, families and students, administrators decide how to spend funds. In addition, coordination between the school and the District’s administration is necessary to ensure that expenditures are consistent with the requirements.
