Local Control Accountability Plan (LCAP)

California's New School Finance System

On July 1, 2013, Gov. Jerry Brown signed into law the 2013-14 state budget package and instituted a new Local Control Funding Formula (LCFF) that overhauls how California funds its K-12 schools.

Local Control Funding Formula (LCFF)

The Local Control Funding Formula (LCFF) is a major change to how California has supported and funded local educational agencies. Through the LCFF, the state provides new decision-making power to local educational agencies, which allocate resources based on specific student needs and priorities. In addition, this shifts California from treating funding as an input to support students to a resource that is linked to performance expectations.

Local Control and Accountability Plan (LCAP)

Complementing the changes to state funding made by the LCFF is a newly required Local Control and Accountability Plan (LCAP). The LCAP is LCFF’s vehicle for transparency and engagement. It is the way that Local Education Agencies are expected to share performance data, needs, actions, and anticipated outcomes that guide the use of available LCFF funding.

Through these frameworks, we ensure that our financial decisions are transparent and aligned with our mission to provide equitable and exceptional education for every student in our community. Let us know what you think! Submit comments and feedback: [email protected]

As required by law, the LCAP was approved at the June 28, 2016, Board of Education meeting. After local board approval, the LCAP review process requires the Los Angeles County Office of Education (LACOE) to provide feedback and recommendations. The recommendations provided by LACOE were embedded into the LCAP and require board approval to accept them. The revised LCAP will be reviewed for approval at the regular meeting of the Board of Education on July 27, 2016.

The LCAP amendments embedded into the plan were as follows:
  • Added additional information on various expenditure items listed in Section 2 as well as the summary in Section 3A to clarify the use of Supplemental/Concentration funds is for increased and improved services for the students generating those funds;
  • Under the Annual Update Section, clarification language was added regarding the fiscal year 2015-16 results for Goals 4, 5, and 6;
  • Technical corrections to multiple expenditure items listed in Section 2 to indicate the specific sub-groups, instead of "all students," on the LCAP template when use of supplemental and concentration funds is indicated.
Based on these amendments, the actions and services remain the same throughout the plan.
